A clearly articulated output specification,
that is built on a sound education and ICT vision that integrates
ICT into the built environment, enables bidders and their
supply chain partners to be effectively briefed on what is
required.
Our deep knowledge of the procurement process
means that we provide reassurance and build confidence. We
work alongside our clients, helping with evaluation, championing
the vision and arriving at a selection of the best partner
for delivery.
What do we
do?
At PlaceICT we work with our clients to address thorny issues
at the earliest stage, overcoming resistance to the concept
of managed service for example, and exploring a wide variety
of technical options that support learning. This allows our
clients to engage with bidders in an informed and confident
way.
We review and feed back on procurement documentation
and presentations from bidders and then we help to select
and train work stream evaluation teams to help them understand
and challenge bids.
PlaceICT ensures compliance with due process,
for example by making sure that provision is affordable (including
the payment mechanisms and KPIs); that derogations and variations
are understood; that legacy equipment is properly taken into
consideration; that interim solutions are properly defined
and that there is clarity about any additional funding which
the local authority may have to provide as part of the delivery.
Our support is flexible. We recognise that our
clients are different and need different levels and types
of support, and we adjust our approach to meet those needs
based on capacity and competences.

How do we
do it?
Our approach to procurement builds on the capacity and capability
which we have created during the development of the vision
and output specification. We can play a full and active role
in dialogue or provide ad-hoc advice and support, to ensure
that what is delivered is fit for purpose, and that the purpose
is improved outcomes for learners.
We provide online, on-site and on-call support
which responds to the changing needs of our clients, as well
as briefing and training to ensure that they are equipped
to deal with the complexities of the process.
Our cross work stream advice - e.g. LEP/partnering,
ICT, design/technical, FM, legal and financial - means that
our clients have a holistic and integrated mechanism to support
their selection process, and ensure that they choose the best
bidder with whom to partner.
